Don't be too pessimistic about America's ability to develop its own drone industry.
Remember how, around 1960, the world imposed an arms embargo on White-ruled South Africa?
By 1980 it had created its own armaments industry, from scratch, which produced world-class weaponry, and had become the West's 4th biggest exporter of such things.
If South Africa could do it then, surely, so can America.

Over all I think the report has a balanced perspective.: US Gvt push for domestic production of drones , the technological and industrial hurdles in matching China, the struggles of US companies testing and while the tone is sceptical the US efforts are observed by failures in testing and supply chain limitations.
Its not hubris but reflects frustration at US lagging despite US massive budget he is sceptical at US feasibility of quickly replacing Chinese drones and sure he has a satirical edge comparing the drone initiative to “elemental school science project “ more critique then arrogance.

I am okay with the US military having to procure less than satisfactory drones for global conflicts abroad.
